Sensible decision at last. This decision i think is due to lot of pressure fro ICC and BCCI to clean the mess Zim cricket is in. Hopefully if Zim funds are managed well, we could see likes of Taylor, Jarvis etc play again. Atleast, if Zim could be back to their 2003 odi team quality, it would be great. Plus, with the advent of 13 team odi league, they will be having guaranteed matches.

This is huge news. An ICC appointee has been parachuted into the ZC leadership role - finally.
This probably means that the ICC will be bailing out ZC's debt, and ZC will be run however the ICC want it run.
As ricky said - this move is probably the single most promising thing that could be done to entice former players back. If the ZC strings are being pulled from Dubai, at the very least I reckon we're going to see the allocation of funds scrutinised a lot more closely. I'm sure the admin salary reductions earlier this week are no coincidence. My guess is that player salaries might be quarantined as well to ensure there are no more late payments henceforth.
Obviously the mountain of debt became too much for ZC and they've had no choice but to give in to the ICC's demands.

Yes, that's the first impression we would get. Hope this is for the good.
But on the other hand, what this might indicate is that the ICC neither has the will nor the backbone to publicly admit that they found irregularities in the financial management at ZC (or, there is a possibility, a very tiny one, that they actually did not find any irregularities). So, operating in a more subtle manner. Never a good idea.

I think at this stage, any change is better than no change. ZC was in a downward spiral to extinction under the current leadership.
So whatever the actual reason for this appointment is, it can't make things worse. Rwanda and Yemen are the real losers from this though, we weren't far off scheduling some unofficial one-dayers against them at the rate we were going.

True.
