THE International Cricket Council is keeping an eye on the situation at Zimbabwe Cricket, with a decision on the way forward to be determined at ICC’s board meeting to be held in London next month.
An ICC spokesperson yesterday confirmed that they are aware of goings on at ZC following the suspension of Tavengwa Mukuhlani’s board as well as acting managing director Givemore Makoni by the Sports and Recreation Commission last week.
“We are aware of and monitoring the situation in Zimbabwe and the matter will be fully considered by the ICC Board at its next meeting in July,” the ICC spokesperson said.
An interim committee was put in place by the SRC to run the affairs of ZC.
Yesterday SRC chairman Gerald Mlotshwa and ZC interim committee chairman Dave Ellman-Brown were meant to meet with the cricket mother body’s employees.
On Monday, ZC employees reportedly found their headquarters locked and guarded by the police, who refused them access.
With Mukuhlani suspended, Zimbabwe will have no representation at the ICC board meeting on July 15.
The ICC will now determine if action by the SRC doesn’t constitute Government interference in ZC affairs.
If deemed Government interference, Zimbabwe’s ICC membership could be suspended.
This would result in the men and women’s teams that are due to take part in the ICC Twenty20 World Cup qualifiers later in the year being barred.
Nepal were the last country whose membership was suspended in April 2016 when the ICC board froze out the Cricket Association of Nepal for government interference.

AFTER tinkering with the wrath of the International Cricket Council by interfering in the affairs of running cricket in this country, the Sports and Recreation Commission says they are duty bound to protect the laws of the land when there is suspicion of a criminal nature by local administrators.
On Friday the Sports Commission suspended the entire Zimbabwe Cricket board and its managing director, Givemore Makoni, on allegations of defying their orders, among a hosts of other allegations.
The Tavengwa Mukuhlani-led executive ostensibly caught the fury of the Sports Commission after going ahead with their elective Annual General Meeting despite being ordered not to by the country’s supreme sports body.
In an earlier interview with The Herald, Mukuhlani said they defied the order after getting the backing of the ICC and the delegates who participated at the meeting in Victoria Falls.
However, the Sports Commission last week flexed their muscles and suspended the newly-elected ZC board, a move that might put the country on a collision course with the international cricket governing body — ICC.
Addressing journalists in Harare yesterday, the Sports Commission board chairman Gerald Mlotshwa said they cannot allow the country to be held at ransom in fear of attracting international sanctions.
“People are throwing this idea of ICC suspension to try and get the SRC to say let us not do anything. But you know what? We cannot be held at ransom from what the ICC might do and might not do.
“The SRC is simply implementing the laws of Zimbabwe, what the ICC decides to do with respect to what has been happening here is at the discretion of the ICC.
“You need to have an understanding and appreciation of suspending a member, it does not happen overnight, there is a process to it, and as and when they start implementing those decisions if at all, we will engage them at that level,” Mlotshwa said.
“So let us leave the ICC out of this, it is not fair on them, they are not here on the ground, let us deal with the Zimbabwe Cricket, let us deal with the SRC.
“Let us not deal on speculations, because those speculations in the past have stopped people from doing anything, to arrest what is happening in Zimbabwe.
“Must we allow allegations of a criminal nature to go un-investigated because we are scared of what the ICC might do?
“How do you know that the ICC is not in support of what we are doing?” asked Mlotshwa.
Mukuhlani’s administration is pressing on with their innocence, and on Monday they challenged their suspension at law.
In their grounds of appeal seen by this publication, they maintained purity and also argue that the Sports Commission has no power to appoint an interim committee.
“The 1st Respondent’s decision to appoint an interim committee is Irrational for it is contrary to s 30 (2) of the Sports and Recreation Committee in terms of which such power is reposed in the Minister only,” reads part of the argument.
Meanwhile, the Sports Commission are trying to return normalcy to cricket after ZC workers failed to report for duty on Monday with association’s offices closed.
Yesterday, the Sports Commission met the interim ZC chairman, David Ellman-Brown and ZC staff, but the meeting did not go according to plan as few workers had reported for duty.
Mlotshwa attributed the low turn-out to sabotage by the suspended board, but was optimistic business will return to normalcy at ZC today.
In fact, the Sports Commission will this morning meet the ZC staff to discuss the imminent forensic audit and to reassure the employees that “it is business as normal” as the stand-off between the two parties rages on.
On Monday, the ZC employees were locked out after the suspended directors locked the premises with instructions that no one is to enter the premises.
In turn, the Sports Commission deployed the police to seal off the area so that important assets were not removed prior to the audit.

THE Sports and Recreation Commission are worried that some members of the suspended Zimbabwe Cricket board are interfering with their efforts to restore order at the association’s offices as they have allegedly been going around intimidating staff to stay away from work.
Most of the ZC employees did not pitch up for work in the last three days and this has hindered a planned staff address by the Sports Commission and the newly-installed interim board led by veteran cricket administrator Dave Ellman-Brown.
Only three workers turned up yesterday.
According to the Sports Commission, the purpose of the meeting was to reassure staff that it is business as usual and to discuss with them the impending forensic audit.
Sports Commission board chairman Gerald Mlotshwa yesterday attributed the low turn-out to “sabotage” by the suspended board, but was optimistic business will return to normalcy at ZC today.
“Staff are still not turning up for work in the expected numbers at ZC Headquarters despite the SRC, through the public media, encouraging all to return for work as usual.
“Another planned staff address for 0900 hours today (yesterday) only saw three members of staff present.
“It is clear that key staff are being intimidated about returning to work under the interim committee. I have a recorded conversation stating that guards at ZC premises were instructed by the ZC security manager to go home as there was ‘no work’, on Monday,” said Mlotshwa.
The Sports Commission suspended the entire Zimbabwe Cricket board and its managing director Givemore Makoni last Friday for defying a directive to suspend a planned elective AGM, among a host of other allegations.
The country’s supreme sports body has also directed a new audit following the damaging allegations of financial impropriety.
The Sports Commission suspects that approximately US$2,8 million could have been misappropriated. A formal dossier on the ZC situation will be presented before the ICC Board meeting scheduled for next month.
However, the suspended ZC directors have since filed an appeal against the Sports Commission’s decision. They have also filed an urgent application in the High Court seeking temporary suspension of the Sports Commission’s decision pending the outcome of the Administration Court hearing.
It remains to be seen whether the High Court will set the matter down for hearing on an urgent basis. In the meantime, the interim committee, which is expected to run the affairs of the association until new elections are held next year, has already been deployed on the ground.
“Indeed, the suspended members of Zimbabwe Cricket, including the acting managing director Givemore Makoni, filed an appeal with the Administrative Court on the 24th of June 2019.
“They are the applicants in this matter and the respondents are the Sports and Recreation Commission, Zimbabwe Cricket and the interim members.
“We, at SRC, fully expected their appeal. The affected directors are fully entitled to approach the courts in the event that they are aggrieved by a decision of the board.
“If you look at paragraph 12 of the SRC’s decision to suspend the ZC directors, you will note that reference was made to Section 32 of the SRC Act which provides for appeals to the Administrative Court. I don’t want to comment on the minutes or otherwise of the appeal as the matter is now before the court.
“What I will state, however, is that the noting of an appeal in this particular instance does not suspend SRC’s resolution. It remains lawful and of full force and effect until it is set aside by a competent court.
“I am glad that they are going to court, this is a correct and civilised way of dealing with grievances.
“Let’s let the court do its work and pronounce its verdict regarding the grievances of the suspended directors.
“In the meantime, the interim committee has already started its work with special focus on the financial situation of Zimbabwe Cricket.
“We are in constant communication with the International Cricket Council as well,” said Mlotshwa.

The power struggle in Zimbabwean cricket has raged on this week, with the police being dispatched to secure Zimbabwe Cricket's office in Harare, amid allegations that ousted board chairman Tavengwa Mukuhlani has instructed ZC employees not to turn up for work.
The suspension put in place by the Sports and Recreation Commission (SRC) last week targeted only the board and acting managing director, and the SRC had hoped that unaffected ZC employees would return to work this week. This has not been the case, however, and Gerald Mlotshwa, the SRC chairman, has accused Mukuhlani of "sabotage" and of orchestrating the stay-away. The SRC is a government parastatal and the governing organisation of all registered sporting associations in the country
"Staff are still not turning up for work in the expected numbers at ZC Headquarters despite the SRC, through the public media, encouraging all to return for work as usual," Mlotshwa said yesterday.
"It is clear that key staff are being intimidated about returning to work under the interim committee. I have a recorded conversation stating that guards at ZC premises were instructed by the ZC security manager to go home as there was 'no work', on Monday," Mlotshwa added.
Mlotshwa made the same allegations in a letter sent to ICC chief executive Manu Sawhney explaining the situation earlier this week. "This is happening at most of ZC premises, including Harare Sports Club, where the groundsmen reported that they had been told to go back home by the suspended ZC chairman until further notice," Mlotshwa wrote. "There appears to be an orchestrated attempt to cause maximum confusion, fear and despondency within the employees of ZC, including the professional cricketers themselves."
Mlotshwa also explained that police had been dispatched to ZC's headquarters "to ensure that no assets or other documents, especially of a financial nature, left the premises".
"This is in light of the impending forensic audit into the financial affairs of Zimbabwe Cricket over the years, including the manner in which public and International Cricket funds have been utilised," Mlotshwa wrote. It is believed that the SRC is preparing to present the ICC with a formal dossier on the situation at ZC.
"We believe that the concerns of SRC coincide with that of the ICC," Mlotshwa's letter continued. "Zimbabwe Cricket cannot continue to lurch from one controversy to another. It must all end and be resolved conclusively in the best interests of Zimbabwean cricket."
Amid all this, Mukuhlani has maintained that his board remain the legitimate ZC leadership despite the formation of an interim committee, headed by David Ellman-Brown, to run cricket in the country. Mukuhlani has also accused that Mlotshwa of having a "personal vendetta" against him.
"In so far as we are concerned we are a legitimate board, we were properly elected through a proper electoral process," Mukuhlani was quoted as saying by the Herald newspaper.
Mukuhlani denied allegations of financial malfeasance, saying: "Everyone at ZC is innocent until proven guilty." He insisted that his board would not co-operate with a new audit into ZC finances until the results of a previous audit are received, accusing the SRC of having a "predetermined outcome" in mind.
"That's why they want a new audit and we are not going to accept that," Mukuhlani said. "We will only accept an audit that comes from the ICC."

THE Zimbabwe men’s cricket team was expected to arrive in Ireland yesterday, but their female compatriots are not sure if they will be able to make the tour this weekend. The Lady Chevrons are expected to leave tomorrow, but the tour now hangs in the balance because of an impasse between the Sports and Recreation Commission and suspended Zimbabwe Cricket board members.
In a negative development that has left operations hamstrung, the suspended board members are accused of intimidating workers to stay away from work and there are fears ZC may not be able to meet logistical and administrative deadlines with the International Cricket Council to make the Ireland tour successful.
The Lady Chevrons have lacked provisions during this week’s preparations and there are reports that the office staff and the players currently on tour in Ireland have not been paid their monthly salaries.
Sports Commission chairman Gerald Mlotshwa yesterday said the situation is yet to normalise at the ZC offices and accused the ousted board members of sabotaging the smooth-running of operations.
A security guard at the premises told Mlotshwa in a recorded interview that office workers had instruction from the suspended board members not to come to work.
“It is not without coincidence that staff continue not to return to work despite clear messages from both the SRC and the interim committee that they should do so. The absence from work on Monday has severely compromised the ladies (team) preparations for their tour of Ireland.
“There continues to be a clear and deliberate effort to sabotage Zimbabwe Cricket by some of the suspended ZC officials. A formal police report has now been made regarding these shenanigans.
“It appears that every effort is being made to frustrate an enquiry into the financial affairs of Zimbabwe Cricket, key amongst these issues being the assessment of a debit of some US$2.8 million on ZC’s account with a local banking institution with historical ties to it.
“The police have been alerted to this issue as well as it is clear that no co-operation will be forthcoming from those with knowledge of the details and reasons for this historical debit,” said Mlotshwa.
The ZC board led by Tavengwa Mukuhlani was fired last Friday for defying a directive to suspend a planned elective AGM, among a host of other allegations.
Meanwhile, the Chevrons were expected in Ireland yesterday from Netherlands.
The European tour was already planned and will not be affected in a big way by what is happening back home.
The team, which is going through one of their darkest phases of international cricket, had a difficult outing in the Netherlands.
As if the frustration of missing this year’s World Cup currently underway in England was not enough, the Chevrons struggled for good returns in the recent tour.
They suffered the humiliation of a 2-0 whitewash at the hands of the minnows Netherlands before fighting back to level the T20I series 1-1 in a final match that had to be decided via a super over.

THE Zimbabwe men’s cricket team was expected to arrive in Ireland yesterday, but their female compatriots are not sure if they will be able to make the tour this weekend. The Lady Chevrons are expected to leave tomorrow, but the tour now hangs in the balance because of an impasse between the Sports and Recreation Commission and suspended Zimbabwe Cricket board members.
In a negative development that has left operations hamstrung, the suspended board members are accused of intimidating workers to stay away from work and there are fears ZC may not be able to meet logistical and administrative deadlines with the International Cricket Council to make the Ireland tour successful.
The Lady Chevrons have lacked provisions during this week’s preparations and there are reports that the office staff and the players currently on tour in Ireland have not been paid their monthly salaries.

EDIT: ended up listening to the whole interview. These are my notes
1) Terrible journalism. She does not question him on any claims or push him on anything. She literally just sits and asks a question and accepts anything. She also seems to have done no prior research or have anything substantial to throw to him. She was laughing at so many points and being blase it was horrible. Was like she didn't really care. The journalist inside of me was dying.
2) He speaks so forcefully, it's almost as if he knows he has some wrongs.
3) When he says, "I have better things to do" then why the heck does he not bugger off
4) He claims that ZC is not responsible for looking after all aspects of cricket in the country, then what the heck are people being paid to do?
5) He spoke of times when ZC almost got suspended about 3 times but he fought to save us. If that is true, then why did nothing change after the first time of suspension threaten? Why did things continue in the way they did for us to be threatened with suspension another two times.
6) He blames Streak for taking up a case against when he fails to realise that ZC started it by wrongful dismissal and false accusations of racism.
7) He plays down the claim that people who have cricket knowledge should be in charge by saying they are the mistakes, claiming DEB was voted out along with all the others, but fails to acknowledge that it was a case of racism used against such members and that DEB was booted from his life presidency post and people with cricket knowledge were not voted out, but illegally ousted.
8) He says we are only getting $9M from ICC. Can anyone verify this?
9) He says he wants the best for ZC, but then carries on like he is the victim and that this is nothing about ZC but personal attacks against him.
10) When quizzed on why Vic Falls for the meeting, he says it was cheaper, however why did they have to use a hotel at all. Why could they not have used Harare Sports Club then?
11) He says he only attends 4 meetings a year and does no other work at ZC, this sounds like a real lack of leadership and no wonder finances are being mismanaged. There is no one to oversee what is actually happening. I bet no other leader of their cricket organisation only does 4 days of work to oversee a national sporting organisation.
I'm sure there are few other points that stood out for me, but can't remember now so late. Was trying to figure out if any of you were callers, but was especially enjoying the guy who unloaded saying, "IF YOU HAVE BETTER THINGS TO DO, THEN GET LOST, WE DONT WANT YOU!!"
