Clearly Musekiwa should never have been in that ODI squad. But it still makes no sense picking Burl ahead of Jono. Burl hasn't real done much either to stack a claim in the ODI team.
Burl is a better bowler than Campbell, and significantly more experienced. As and when a slot open up at 4/5, Campbell gets in ahead of Burl. At 6/7, Burly probably still has the edge.
I can't see Musekiwa in the 50 over side. You have to be able to bat time a bit sometimes, and there are more versatile options. Don't mind him as a "luxury" player in the T20 side at 6 or 7. You'll never be able to put up consistent numbers, but it is useful to have someone down the order who just has a go at it, regardless. He may well be the best option for that role.

Burl gets in the team primarily for his batting. The bowling is a bonus. In a team where you have Mavuta, Raza,Williams to cover the bowling you need a better bat. Which Campbell seems to be atm.
