Would this be the same process Gary Ballance would need to go through? Or has he already got his 5 year residency?
He's probably been in UK 5 years by now.

As far as Zim's citizenship laws are concerned, I don't think they are relevant as far as the ICC is concerned.

Zimbabwe citizenship laws would only be relevant if ZC decide to make them a factor. ICC regulations mention nothing about citizenship.
