Yet you would still consider Elton Chigumbura as a test quality all rounder
Williams has a better bowling and batting average than Chigumbura in test cricket and has already scored a test century against a quality opening attack in Tim Southee and Trent Boult.

Chigumbura only managed 4 half centuries in 27 knocks and after 22 innings only managed 21 wickets. In 12 innings Williams is only 7 wickets behind.
Obviously not great stats but he's not classed as a front line bowler, where as Elton was.

Williams has been replaced by a combined Moor and Chisoro. Jarvis not replaced. That gives an indication of his allrounder status in this team.
